A person that knows proverbs can solve differences.

I believe that this African Proverb actually explains itself. The African Proverb basically means that somebody who knows many phrases or sayings knows that answer to many common and even uncommon difficulties. One presentation of this is would be a grandmother and grandfather have lived for many years and through many problems.
